The system office of the University System of Maryland, led by Chancellor Robert L. Caret, is the staff to the Board of Regents. Staff members advocate on behalf of the 12 USM institutions, facilitate collaboration and efficiencies among the institutions, and provide information about the system to the public.
With leadership from the USM Board of Regents and Chancellor Caret, the system office coordinates academic programs, assists with long-range planning and resource management, facilitates private fund raising, and provides financial stewardship.
The system office is headquartered in Baltimore and has locations in Adelphi, Annapolis, and Columbia. The offices housed at each of those locations are listed below.

Communications and Marketing (Baltimore)
The Office of Communications and Marketing provides leadership and support to the Board of Regents, the chancellor, and other USM offices in the areas of strategic communications and marketing, crisis communications, speechwriting, media relations, social media, publications, and website management. In addition, the office coordinates systemwide communication initiatives through the USM Communications Council and other collaborative activities.
Economic Development (Baltimore)
The Office of Economic Development supports institutional and systemwide efforts to advance the state's economic development objectives by:
- developing policies and programs that foster company creation, tech transfer, talent development, industry and government R&D;
- promoting partnerships with key government, industry and community stakeholders; and
- developing benchmarks and reporting on the impact of USM's economic development activities.
Government Relations (Adelphi and Annapolis)
Government Relations represents the University System of Maryland to the Maryland General Assembly and the executive branch of state government in matters of interest to the Board of Regents, the chancellor, and the system as a whole.

Internal Audit (Columbia)
Internal Audit conducts financial, operational, compliance, investigative, information systems, and follow-up reviews of the USM's 13 constituent institutions to ensure they are operating effectively, efficiently, and in accordance with applicable policies, standards, regulations, and laws.
