USM Student Council Minutes

October 3, 1999

Welcomes:

Welcomes from Kelly Newsome, Chair of USMSC, and from UM,B Charles Sydnor, USMSC delegate, Agnes Berki Cseresnyes, SGA Vice President and Sasan Moghaddamme-Jafari, SGA Treasurer.

Guest Speaker:

Robin Hubbard, Center for Campus Free Speech

  • Emphasized how students add the most creative and interesting voices to public debate.
  • Emphasized the importance of student involvement with student activities on campus and the need for leadership experience.
  • Currently involved with lobbying against the "Gag Rule of 1995" which prevents any student group that receives support from the university (ex. Student fees) from lobbying or attempting to influence public policy. This bill was defeated by 2:1 margin.
  • This organization's publication and website keep students abreast on current issues nationally.
  • This organization lobbies legislature and courts to protect students' ability to speak out on college campus issues.
  • This organization offers a training program for advocates.
  • Emphasized the need of being a "watchdog" on campus, making sure students are apart of dialogue on campus.

Chair Reports:

Kelly Newsome - Chair

  • Attended Board of Regents Meeting Friday, October 1, 1999 at Coppin State College.
  • Not much to report, but was pleased to meet the institutional presidents within USM system.
  • Thank you's to those who attended the Chancellor's reception. Our presence was made known.

Kasey Schneider - Vice-Chair

  • Needs to get feedback information from all delegates on website (see paper given at Retreat for comments).
  • Please get web bios into Joan Marionni ASAP after meeting.
  • Delegates need to contact campus advisor on Academic Advisement Recommendation Report to find out if they are implementing plans of action for recommendations.

Veronica Holland (CSC) states meeting was held Thursday, September 30, 1999 and policy/procedure are in progress of being implemented and she will be on the advisory board as a student representative.

Kristen (Towson) states she met with the vice-president for Academic Affairs and he said a lot of things in the report, Towson is already in compliance with. Towson has a new computer program on Degree Navigator that will help students to find out what Towson requirements are to complete requirements of degree program and Towson has implemented a new Freshman Advisor program.

Kasey Schneider (SSU) emphasizes the need for delegates to speak with their campus advisor about report, because tends to get lost in the shuffle. Also, new website address for USMSC: /usm/workgroups/StudentCouncil/

No report

Andy Miller - Student Regent

  • Also attended meeting with Board of Regents Friday, October 1, 1999 at Coppin State College.
  • Approval of the Mission Statement for the system was achieved and he will e-mail a copy to delegates.
  • Regents are waiting a statewide plan for higher education to be developed.
  • Brief report from the Vice President of Advancement on the foundations of the USM. All foundations are ahead of the schedule for campaign goals. If interested in your campus goals e-mail him.
  • Enrollment is up for some institutions in the system. HBI's (some institution's Bowie & UMES) enrollment is down.

Side notes:

  • Business Tomorrow Conference - Andy has secured 11 spots and is waiting for funding (hopefully) the Foundation will assist with the $25,000.00 cost. Estimated that deal will be closed by December's meeting.
  • Andy was very impressed with the presentation on community outreach that was presented at the Board of Regents meeting. Coppin State College's Rosemont Project shows how colleges can support its surrounding community. Emphasized to delegates the needed for community outreach and delegates should show support by emphasizing to institutional presidents and SGA the need for this.

State Relations Officer:

Kristen (Towson) obtained profiles of State Officers and Federal Officers for each school in the system, and passed out to delegates.

Lisa Reese (UB) submitted to the Chair a list of objectives for State Relations Committee. Also mentioned a Lobbying 101 class will be offered for the delegates (optional).

Kristen (Towson) emphasizes the need for legislators to hear from students.

Federal Relations Officer:

No report

Veronica Holland (CSC) will get back to the Council in November with Federal Relations objectives.

Kelly Newsome (Chair) passed out flyer on the Student Aid Alliance for a possible topic for the Federal Relations Committee.

Andy Miller (Student Regent) was contacted by Paul Sweet Federal Relations Advisor and was informed that the budget cut did pass the House/Senate and will get by in Conference Committee. The next stop is the President.

New Business:

Binge Drinking

The Council decided to look into the problem. Delegates will conduct research efforts at their respective schools.

Joan Marionni (Chancellor's Liaison) stated she has campus reports on binge drinking available to review.

Kasey Schneider (SSU) states Alcohol Task Force has been set in place at SSU to tackle the binge drinking problem.

Veronica Holland (CSC) doesn't see binge drinking as a problem on her campus. Suggest the campuses with binge drinking problem form an Ad-Hoc committee.

Joan Marionni (Chancellor's Liaison) states HBI's don't have a binge drinking problem on campus.

Elmus Mosby (UMCP) states the increased usage of alcohol of teenagers could become a problem for institution without binge drinking problems, thinks the Council should take the pessimistic view and add to the agenda.

Michelle Jacobs (FSU) thinks binge drinking more a problem at rural schools. If caught on FSU campus drinking under age, notification will be sent to parents. Will bring information to the next meeting to see if this is effective.

USMSC Publications

Marty Jenoff (Towson) states the goal of the publications is to make people aware of the council, what is our function, and how to contact us. Also emphasized to delegates to set-up meetings with student organizations, run an ad in the college newspaper of radio advertisements. Considering putting a FAQ page on website and input from Council is needed.

Promotion of Student Regent Position

  • Schedule Campus visits with SGA and other student organizations with current Student Regent.
  • Make-up packets of Student Regent applications, deadline is November 19,1999 and distribute to organizations on campus.
  • In packet include article of current Student Regent and include delegate and Student Regent contact information for any other questions nominee may have.
  • Specify the need for dedication and time management to the position.

 

Possible New topics for the Council:

  1. Faculty teaching qualities - of each campus
  2. - Tenure / adjunct professor's (process of hiring) and peer evaluations.

  3. Hazing - at each campus
  4. - Greek and non-Greek organizations (athletic organization)

    - The initiation processes (if a problem on campus).

  5. Credit Card Applications

- Is the advertisement truthful to students?

- Look at the problem of credit management of students.

The Council as a whole decided to research these topics at the campus level and bring information forth to the November meeting.

Old Business:

Microsoft Deal

Saleem Rasheed (BSU) set up a meeting with contact person. Will follow-up with information.

Veronica Holland (CSC) spoke with Ms. Sandra Goodwin and Mr. El-Maggen about the progress at CSC. Was told under Microsoft deal the school has the right not to offer the software to students. Mr. El-Maggen states the software is available to students in library and the computer lab. CSC is having Financial difficulties making the software available to student but trying to alleviate problem.

Kasey Schneider (SSU) states software is available to students in the bookstore and set-up can be purchased separately for $5.00 or in whole sets and every resident hall has access.

Tony Hayes (FSU) states the software is available at bookstore, must fill out a two-page form. A $5.00 charge per CD, but some programs require more than one CD. The cost is inclusive of copying equipment. Students were not aware of the availability of software but school newspaper advertised the event and a school-wide e-mail was circulated.

Marty Jenoff (Towson) states Towson has the software available for faculty and staff and in all student labs. Financially Towson can't absorb the cost for all its students. Administration is awaiting to see the reaction of other institutions and then will reevaluate.

Lisa Reese (UB) stated the university only had the administrative packet and saw no reason to offer to students, since UB is a commuter school. Computer labs already have the Microsoft Series and students have access to them. The university sees no pressing need but is needed will purchased.

Charles Sydnor (UMB) states UMAB offers the software for $25.00 to everyone. A school wide e-mail was sent out.

Billy Demarco (UMBC) state plans to input software in January.

Elmus Mosby (UMCP) states not sure of plans but will follow up.

Makia Hall & Chester Wortham (UMES) states they spoke with Vice-president of Administrative Affairs and administration wants more information on the Microsoft deal. Will do the research if students use software at home and what is the demand for the software. Will keep posted on progress.

Tony Savia (UMUC) states computer lab has Microsoft software, but will find out more information.

Andy Miller (Student Regent) and Kelly Newsome (Chair) will write letters to the Chancellor and Board of Regents stating the Council support of making the Microsoft Software available to all students.

 

Crime Reporting Information

Saleem Rasheed (BSU) states not enough staff to handle campus events. A copy of campus crime statistics provided. BSU is within compliance with federal guidelines. Crime statistics are available to all students.

Veronica Holland (CSC) states Coppin is within compliance with federal guidelines. Crime statistics are provided to students at general orientation. A copy of campus crime report, statistics and Uniform Crime Report provided.

Tony Hayes (FSU) states that information from FSU is vague and only includes crime reports on campus. Crime statistics are available to students and FSU is in compliance with federal guidelines. A copy of crime statistics provided.

Kasey Schneider (SSU) crime statistics provided and within federal guidelines.

Kristen Neville (Towson) furnished policy and procedure guide which is available to all students, crime statistics provided and Towson is in compliance with federal guidelines.

Lisa Reese (UB) crime stats provided and is available to all students. UB is in compliance with federal guidelines.

Charles Sydnor (UMAB)crime stats provided and is available to all students. UMAB is in compliance with federal guidelines

Billy Demarco (UMBC) crime stats provided and the university is trying to get more officers for night shift due to bad lighting. UMBC is in compliance with federal guidelines.

Elmus Mosby (UMCP)states he is happy they have more liquor-law arrest and UMCP has implemented a PQT team/mass mailings to student accounts and permanent addresses. Crime stats provided and within compliance with federal guidelines but thinks the report is not truthful as far as reporting hate crimes.

Chester Wortham (UMES) crime stats provided and UMES is in compliance with federal guidelines.

Tony Savia (UMUC) crime stats provided and UMUC is in compliance with federal guidelines.

Kelly Newsome (Chair) will write a letter to the Chancellor stating this Council's continued support and availability of publication resources.

 

Goal planner and calendar

  • Kelly Newsome (Chair) proposed a planner/calendar with the Councils goals and deadline dates be issued to all delegates.
  • Council will continued to work on ideas, Council agreed a good idea for all.
