Welcome -- Aprille Williams (UMES)
Campus Crime (Informative Presentations and Discussion)
Towson -- Mia
- Mia presented national information on Campus Securities found through several websites.
- She also pointed out Critical Comparisons (website that compares colleges and universities across the country).
- Mia then suggested that the council form a commitee to discuss the issue.
FSU -- Jessica & Tony
- The campus police use bulletin boards and school newspaper to get information out to students. - More than 90% of FSU students feel comfortable on and off campus.
- FSU students feel that the university makes a good effort in disseminating information to the students
- The campus police department has a strong alliance with community police.
CSC -- LaSonia
- "More information will be on its way in a couple of days becasue Jalani has information."
- There are no major crimes on campus
- LaSonia feels that the school is hiding information.
UMBC -- Mike
- UMBC's crime report is a "sham"
- Example: There was a stabbing at the Rat Scaler (campus building). The school is reporting that there have been no similar attachs on campus
- Property crimes are a big problem
UB -- Lisa
- Lisa presented information last week
- UB informs students through e-mail
- UB students have easy access to information. The Director of Public Safety is very accessible and helpful.
UMUC -- Valerie & Tony
- Tony previously submitted the annual report to Susan Woda (Student Regent)
- UMUC is a non-traditional school, therefore they are very different than other system schools.
- UMUC uses UMCP police department for the campus
UMCP -- Elmus
- Elmus reported on conference call meeting with University of Maryland Police University of Maryland is compliant with federal regulations as much as possible; problems with regulations, however, stem from the Board of Education's lack of guidance regarding campus crime reporting.
Towson -- Mia
- Towson has a collective e-mail system but it is not useful.
- Towson also has a webpage, but it has no alert system.
- Campus police mainly puts out bulletins.
Council decision is to have Mia write a letter to the Chancellor asking for them to take a deeper look into the campus reporting issue and to share with him the council's findings. Steve suggested that the council should expand reporting to include counselor.
State Relations -- Lisa
- Lisa presented a packet to discuss the following bills:
- Tobacco Tax
- HOPE scholarship
- University System has come out to support.
- Coppin State (Lasonia) has come out to support.
- Mia asked if anyone had written their delegates.
- Kelly Newsome has written letters in support of the HOPE scholarship.
- Steve is prepared to submit his thesis on the Federal Hope Tax Credit to the council to forward to the Chancellor.
- UMUC sent an e-mail to Kelly to support the HOPE scholarship.

Lisa noted that the decision meeting for House is on Monday, March 8, 1999 and the Senate will be held on Thursday, March 11, 1999.
Vice-Chair -- Kasey
- Kasey reported on academic advising (reiterated points of report)
- Kasey requested any personal anecdotes for her testimony on taxes on textbooks.
New Business
USMSC alternative representatives
- attendance is not a major problem with the council, therefore this may not be necessary.
Public Relations for new Student Regent.
Next year's council
- Keep binders, organize them and then pass them on to the next representatives.

- Tony made two points (1) make sure we keep current issues updated and (2) annual report is a good ideal
Elections are at April meeting (Towson)
Y2K
- internal audit of all schools to see how close they are to year 2000 readiness.
Shared Governance -- Andy [for Casey]
- SSU has had problem of student representation on various committees (e.g. resident halls).
SGA Conference -- Elmus [for Kelly]
- Please get contact information for the Student Government Associations of all system schools.
Kings and Queens -- Aprille
- Aprille wants "King & Queen" information e-mailed to her.
HBCU issues/committee -- Lisa
- Lisa suggested the creation of a committee that will deal specifically with HBCU issues
- Council voted to create an ad hoc committee for this purpose.
- Lisa nominated Lasonia for chair of the committee.
Picture Book - Lasonia
- Lasonia discussed the "picture book" as a future project that she would like to complete. The book will consist of photographs of council members and affiliates, and will serve as a visual aid to the council's accomplishments.
