USM Student Council Minutes
September 18, 1999
University System of Maryland Office

Not in attendance: Kurt Barksdale (CSC), Joe Tello (UMBC), and Makia Hall (UMES).
This year's retreat began with a continental breakfast and conversation in the lounge/dining area of USM Office. Briefings by main USM divisions began promptly at 9:00 a.m.
USM Briefings for Student Council Delegates
Introduction
Welcome and introduction to the USM was given by Chancellor Donald N. Langenberg, in which Dr. Langenberg encouraged the Council to work hard as student leaders. He also emphasized the importance of working within a structure such as the University System, noting that the University System of Maryland is the 12th largest system out of 52 others in the country, and that the Student Council's work is nationally recognized.
Academic Affairs
Chuck Middleton, Vice Chancellor of Academic Affairs, gave a presentation on the Academic Affairs department, and noted the following as important issues for the upcoming year:
1. Maryland state plan, due 04/30/00
2. Technology education
3. Academic Advising
4. Meeting educational needs of the rising number of students in Maryland
5. Binge drinking on college campus (note advertisements in newspapers!)
Paul Sweet spoke about federal relations, and encouraged Council members to watch the surplus closely, noting that we must begin reducing federal debt. He discussed the Appropriations bill (student aid), and other related legislation. Sweet also suggested that Council members invite legislators to their campuses to speak with students. He listed the website "www.congress.org" as a good source of information.
Administration and Finance
Linda Vukovich presented a briefing on the Administration and Finance sector of the USM, explaining the budget and financial distribution process.
Advancement
John Martin, Vice Chancellor for Advancement, spoke to the Council about the Advancement division, explaining fundraising goals and strategies, as well as the procedure for and importance of "gifts" to the USM and its institutions.
State Relations
Frank Komenda, Associate Vice Chancellor for State Relations, briefed Council members on the relationship between students and the state government. He stressed the importance of establishing and maintaining good relationships with state representatives from each district, and he noted the impact that student leaders can have on legislative decisions. After explaining the legislative process and distributing packets, he thanked Lisa Reece (UB) and Kristen Neville (TU) for their participation and enthusiasm thus far as USMSC State Relations officers.
Noting the importance of Annapolis 101 and contact with legislators, Mr. Komenda welcomed all USMSC delegates to utilize office space on the 4th floor of the Goldstein Treasury Building as necessary during the completion of their duties as USMSC representatives.
USMSC Business Meeting
All council members participated in an icebreaker to begin the business meeting while learning names and attributes of other representatives.

Andy Miller, Student Regent
Informed the Student Council of new UMBI president appointment, and discussed various budget-related matters. Also spoke briefly about "Business Tomorrow" conferences, which may be of interest to Council members. Please contact him for more information. Miller also discussed the concept of "virtual learning communities" and expressed that, while only in beginning stages of thought, this concept may be successful when realized.
Old Business
v Academic Advising
Kasey Schneider (SSU) gave an oral and written report (3 parts) to the Council,
summarizing the goals, tasks, and accomplishments of the committee created to study academic advising last year. She asked that Council members investigate this issue at each campus to determine whether schools are complying with recommendations set forth in the Academic Advising report.
v Microsoft Enterprise Agreement (MES)
Kelly Newsome (Chair) gave a brief update on the MES, explaining that only 3 USM institutions are allowing student use of Microsoft software (UMB, FSU, and SSU; UMBC will begin its program in January 2000). All other institutions cite "logistical" or financial difficulties. Newsome asked that delegates look into this issue, and speak with appropriate officials at each school to determine the status of Microsoft software on their campus.
v Campus Crime
The Council discussed the history behind Council involvement with campus crime and crime reporting, and decided to continue work on the topic. Citing that some schools had gathered information as requested last Spring while others had failed to do so, Kelly Newsome (Chair) asked that each school submit an information packet/report with a summary of campus crime and crime reporting on its campus. The Council committed itself to working on the crime issue throughout the year. Goals for upcoming months include compiling individual campus information into a brief report that will be submitted to the Board of Regents, accompanied by a formal letter asking the Board to review information gathered and suggestions for resolution to this issue, as stated by the USMSC.
An ad-hoc committee was formed to focus attention on campus crime, and includes the following members: Kevin Oxendine (UMCP), Elmus Mosby (UMCP), Saleem Rasheed (BSU), Kasey Schneider (SSU), and Chris Whitt (SSU).
v Positions to be filled: Federal Relations Officer, Public Relations Officer, Secretary.
After establishing the Council's great interest in federal relations, four Council members volunteered to form a federal relations committee; hence, congratulations to new USMSC Federal Relations officers Veronica Holland (CSC), Saleem Rasheed (BSU), Chester Wortham (UMES), and Kevin Oxendine (UMCP).
Kelly Newsome (Chair) appointed and congratulated Marty Jenoff (TU) as the new USMSC Public Relations Officer, noting Jenoff's great interest, ideas, and enthusiasm for the position, shown in the May USMSC meeting and throughout the summer months. Jenoff gave a short announcement, sharing some of his ideas with the Council, such as distributing press releases and other information, student regent publication, and general USMSC promotion.
Congratulations are extended also to Veronica Holland (CSC), newly-elected USMSC Secretary!
New Business
Kelly Newsome (Chair) distributed copies of amended by-laws for consideration by the Council, showing changes regarding executive and officer positions.
Comments for the Good of the Council/Wrap-Up
v Lisa Reece (UB) stressed the importance of meeting and maintaining contact with members of your schools administration and staff, as well as state representatives.
v Kasey Schneider (Vice-Chair) thanked all members for their attendance, and expressed her excitement for continuing work in the upcoming year.
v Kelly Newsome (Chair) seconded remarks made by Schneider, and thanked all members for their participation. She asked that members look for the meeting "follow-up" e-mail, summarizing/highlighting duties to be completed by the next meeting, to take place at University of Maryland, Baltimore, on October 3, 1999. In general, such duties include:
