USM Welcomes Three New Members to Board of Regents

Adelphi, Md. (June 29, 2009) – The University System of Maryland (USM) welcomes three new members to the Board of Regents. John Young, M.D., Linda Gooden and Sarah Elfreth were nominated to the board by Governor Martin O’Malley and confirmed during the 2009 Legislative Session by the Maryland Senate.

Their terms will begin July 1, 2009. A swearing-in ceremony welcoming the new regents will be held at 12 noon July 2 in the Governor’s Reception Room in the Maryland State House in Annapolis.

Young and Gooden succeed Alicia Coro Hoffman and Michael Gill, whose five-year terms ended this June. Elfreth, a rising senior at Towson University, will serve a one-year term as student regent. She succeeds Josh Michael, a University of Maryland, Baltimore County student whose term also ends June 30.

John Young, M.D., is president of the Montgomery County Medical Society and chair of the board of directors of the Asian Pacific American (APA) Chamber of Commerce, Inc. He also serves as an APA advisor to Montgomery County Executive Ike Leggett and is a member of the board of visitors for the University of Maryland College of Chemical and Life Sciences.

A state resident for more than 40 years, Young received his undergraduate degree from the University of Maryland, College Park and earned his M.D. from the University of Maryland School of Medicine. He completed his medical residency at Johns Hopkins Hospital.

Linda Gooden is a vice president with Lockheed Martin Information Systems & Global Services and an Officer of the Lockheed Martin Corporation. A champion for education in the STEM (science, technology, engineering and mathematics) disciplines, she has served on executive boards at numerous USM institutions, including the University of Maryland, Baltimore County and the University of Maryland’s A. James Clark School of Engineering.

Gooden has been honored with membership in the Maryland Business Hall of Fame and selection as U.S. Black Engineer and IT Black Engineer of the Year. The University of Maryland University College awarded her an honorary doctor of public service degree in recognition for her service to the community and higher education.

Sarah Elfreth is a rising senior at Towson University, pursuing bachelor’s degrees in political science and economics. During the 2007-08 academic year, she served as Towson’s student representative and the director of government relations on the USM Student Council. She has served as a resident assistant and member of the university’s Student Government Association. She was an intern for Maryland Senator Jim Rosapepe during summer 2008. Elfreth plans to pursue graduate studies in public policy before embarking on a teaching career.

A 17-member Board of Regents, including one full-time student, governs the University System of Maryland. Appointed by the governor, the regents oversee the system's academic, administrative, and financial operations; formulate policy; and appoint the USM chancellor and the presidents of the system's 13 institutions. With the exception of the student member, each regent is appointed for a term of five years and may not serve more than two consecutive terms. The student regent is appointed for a one-year term and may be reappointed. Regents serve on the board without compensation.

The University System of Maryland comprises 11 universities, two research institutions, two regional higher education centers and a system office. USM provides access to excellent higher education opportunities, performs groundbreaking research, offers vital services to communities and individuals and fuels economic and workforce development.
